Draedaliopsis confragosa or part of the Polypores group Polyporus squamosus (Dryad's Saddle). Having had a look around the web and referring to my little mushroom handbook, there is no clear identification.

Based on the size of the steps, I like to think of them as fairy steps

Yes you can freely walk up to the lifeboat house, but this is to remember the wet stuff, needs to be treated with care. If you have a problem these guys offer some defence from the clutches of the cruel sea.
When you can; drop a few pennies or pounds in a box for these guys and the inshore rescue crews.
